The Tropical Storm “Liwayway” was spotted at 255 km East of Calayan, Cagayan with winds of 85 kph near the center and gustiness of up to 105 kph. It is moving North Northwest at 20 kph. Southwest Monsoon affecting Luzon and Western Visayas. Batanes will have rains with gusty winds. The rest of Cagayan valley, Metro Manila, the rest of Luzon and Western Visayas will experience cloudy skies with scattered rainshowers and thunderstorms. Meanwhile, partly cloudy to cloudy skies with isolated rainshowers is expected over the rest of the country.
