Typhoon “Wutip” has weakened into a Severe Tropical Storm and is expected to enter the PAR today. Meanwhile, Northeast Monsoon affecting the whole country. It will bring partly cloudy to cloudy skies with isolated light rains over Cagayan Valley Region, Eastern Visayas, Caraga, and the provinces of Aurora and Quezon. While Metro Manila and the rest of the country will experience partly cloudy to cloudy skies.
